Study Visit: Slovenia, Ljubljana, 14– 19 December, 2008
The PLAC project will organize a Study Visit on Machinery and New Approach
Directives to Slovenia, Ljubljana, from 14th to 19th of December. Serbian
delegation will be composed of the representatives of the Ministry of
Economy and Regional Development and PLAC project key legal expert. Meetings
will take place in the Republic of Slovenia’s Ministry of Economy, Institute
for Quality –SIQ and Market Inspectorate. Main topics will be: overview of
organisation and responsibilities of the Unit for technical legislation in
the MoE, overview and presentation of Slovene harmonised technical
legislation and comparison with Serbian State of Play, introduction to the
horizontal issues of the Machinery Directive: New legislative framework for
products: “Goods Package”, Machinery directive (2006/42/EC): transposition
to the national legislation and infrastructure for full implementation,
laboratory for safety of Machinery, introduction to the Market Inspectorate
(responsibilities, organizational structure,..), and inspection Activities
in the field of Machinery safety.

Study Visit:
Germany, 16 – 21 November, 2008
The PLAC project will organize a Study Visit on Metrology to Germany, Berlin
and Braunschweig, from 16th to 21st of November. Serbian delegation will be
composed of the representatives of the Ministry of Economy and Regional
Development, Directorate for Measures and Precious Metals and Ministry of
Trade and Services and PLAC project key legal experts and Interpreter.
Meetings will take place in the Physikalisch-Technische Bundesanstalt (PTB),
Institut Berlin, Federal Ministry of Economics and Technology, German
Accreditation Council (DAR) and Federal Institute for Materials Research and
Testing (BAM), Verification office Berlin-Brandenburg, PTB International
Technical Cooperation, Liquid flow laboratory, German Accreditation Service
(DKD), Mass laboratory and Verification office Braunschweig. Main topics
will be: Presentation of PTB (Physikalisch-Technische Bundesanstalt) Berlin,
Law on legal metrology, law on accreditation, Accreditation of laboratories
/ traceability for certified reference materials / laboratory visit, legal
metrology in practise including supervision / discussion on prepacked goods
situation in Europe and Germany / verification of measuring instruments,
tasks of DKD (German Accreditation Service) and activities abroad
(especially in South East Europe), etc.

Study Visit:
Slovenia, Ljubljana, 4 – 7 November, 2008
The PLAC project will organize a Study Visit on State Aid to Slovenia,
Ljubljana, from 4th to 7th of November. Serbian delegation will be composed
of the representatives of the Ministry of Finance. Meetings will take place
in the Republic of Slovenia’s Ministry of Finance. Main topics will be:
Administrative capacity: State Aid Unit, State Aid Unit composition,
organizing issues, specialized, administrative and technical activities for
the commission, functioning of the Commission for State Aid control,
composition of the Commission, procedure of notification, ex ante control,
ex post control, State aid data gathering, appropriate procedure in the case
of unlawful and misused aid, etc.

Round table: Vrsac, 16 - 18, October, 2008
PLAC project Team Leader M Primoz Vehar had presentation under the title
The Role of Parliamentary civil servants in the SA process at the Round
Table - “The Role of Parliamentary Civil Servants in Stabilisation and
Association Process”, organized by the Parliamentary Assembly of the Council
of Europe for Parliamentary Civil Servants, in Vrsac, in the period 16 – 18,
October, 2008.

Seminar: Kopaonik, 14 – 17, October, 2008
The PLAC project experts for technical rules and standards, M Vitomir
Fister and M Dragan Bozanic took part at the Seminar on Market Surveillance,
in the period 14 – 17 October 2008, in Kopaonik, organized by Ministry of
Trade and Services, Market inspectorate Department. PLAC expert Vitomir
Fister, presented new concept of risk assessment procedures according to
General Product Safety legislation as well as guidelines document on the
relationship between the General Product Safety Directive (GPSD) and certain
sector Directives with provisions on Product Safety.

Workshop: Divcibare, 07 – 11, July, 2008
Workshop of the Working group for drafting the Law on Standardisation with
participation of MERD, Institute for Standardisation of Serbia, Serbian
European Integration Office, and the PLAC Project experts is being held on
Divcibare Mountain in the period 07 – 11 July, 2008. First draft of Law on
Standardisation is expected.

Congress: Tara, 11 – 14 June, 2008
Congress of Construction (Brick) Industry took place on Tara Mountain,
in the period 11 – 14 June, 2008. The PLAC Project short term expert for
technical rules and standards M Vitomir Fister held a presentation on the
possibilities for transposition of the Construction Product Directive into
the Serbian legal system. The PLAC Project experts also participated in
discussion on proposals for a new legal and institutional framework for
marketing of construction products in Serbia.

Seminar: Belgrade, 28 – 29 May, 2008
The PLAC project short term expert for technical rules and standards, M
Vitomir Fister took part at the Seminar on General Product Safety, in the
period 28 – 29 May, 2008, in Serbian Chamber of Commerce. The aim of the
seminar was to present the product safety related regulations, principles
and standards of the EU and Republic of Serbia. The Seminar was organized by
the Bureau for Cooperation with the European Union, Centre for Quality
system within Serbian Chamber of Commerce, and TAIEX Department of European
Commission, under the title ''Directive on general Product Safety''.
All practices and experiences in that field were imparted by M Dusan
Velickovic, assistant minister at the Ministry of Trade and Services and
other members of the Working Group for the Draft Law on General Product
Safety, together with M Vitomir Fister.

Tailored made training:Slovenia, Ljubljana, 26 – 30, May, 2008
The PLAC
project organized a tailored made training for representative of Serbian
market inspectorate, Ministry of Trade and Services, to Slovenia, Ljubljana,
from 26 – 30 May, 2008. A tailored-made training took place in
the Slovenia’s Market Inspectorate), Slovenian Welding Institute, The School
for Electrotechnics within the University in Ljubljana – laboratory for
metrology and quality, SIQ – Slovenian Institute for Quality and Measuring,
and Slovenian Ministry of Economy.

Workshop: Belgrade, 20 – 21 May, 2008
Workshop with representatives of MERD and Directorate for Measures and
Precious Metals (DMPM) concerning the position, status and organization of
DMPM and regulations in the field of legal metrology took place in the
period 20 – 21 May 2008. The PLAC Project short term expert Prof Manfred
Kochsiek, PhD, held the presentation and moderated the dissuasion on
organization of metrology infrastructure following OIML D1, WTO/TBT
Agreement and EU regulations with special emphasis on the impact of
metrology on economy and society.

Round table: Belgrade, 14th of May, 2008
PLAC project organized a Round Table on Public Procurement on 14th of
May, 2008. Aim of the round table was to present the analyses of the Serbian
Draft Law on Public Procurement from the point of view of conformity with
Directive 2004/18/EC of the European Parliament and Council of 31 March 2004
on the coordination of procedures for the award of public works contracts,
public supply contracts and public service contracts.
Ms Margit Campa, PLAC project short term expert for public procurement
presented her Report and Analyses of the Serbian Draft Law on Public
Procurement to the representatives of the Commission for Protection of
Rights, Public Procurement Office, Ministry of Finance, and Serbian European
Integration Office.

STUDY VISIT: Slovenia, Ljubljana, 14– 18 April 2008
The PLAC project organized a Study Visit to Slovenia, Ljubljana, from 14th
to 18th of April. Serbian delegation was composed of the representatives of
the Market Inspection Department, Ministry
of Trade and Services, Ministry of Economy and Regional Development,
Sanitary Department in the Ministry of Health and SEIO. Both PLAC project
key experts, M Primoz Vehar and M Dragan Bozanic, were present at this Study
Visit. Meetings took place in the Republic of Slovenia’s Market
Inspectorate, Chamber of Trade, Slovenian Accreditation, Institute for Standardization, Ministry of
Economy, Gorenje Company, Merkur Company and Health Inspectorate. Main topics discussed on
the meetings included: General Product Safety- the Law and its
implementation according to the view of Slovenian Market Inspectorate, The
Chamber of Trade role related to the general product safety and cooperation
with the national institutions and companies; case study and discussions,
Accreditation development in Slovenia, Standardization rules, Experience of
Slovenia in Technical legislation harmonization, Law on Technical
Requirements for Products and Quality Infrastructure, General Product
Safety; the Manufacturers’ Point of View, Presentation of the Health
Inspectorate, etc.

Working group: Belgrade, 6th of March, 2008
Working group for drafting the Law on Technical Requirements for
Products (with participation of PLAC experts M Vitomir Fister, short term
expert for technical rules and standards, M Primoz Vehar, the PLAC Project
Team Leader, and M Dragan Bozanic, key expert) held a final session in PLAC
premises on 6th of March, 2008. Draft law with explementary notes were
finished and sent to the governmental procedure.

The PLAC Project Team Leader, M Primoz Vehar, from the 27th until 29th
February took part at the IX Winter School of EU Law in Zlatibor that was
organized by the Centre for EU Law, Kragujevac, and supported by the GTZ,
Open Regional Fund for South East Europe – Legal Reform and Belgrade Chamber
of Commerce. The title of his presentation was: “Methods and Techniques of
Legal Harmonisation – Experience of a New Member State”

Zlatibor, 22 - 25 January 2008
The Ministry of Economy and Regional Development and The Policy and Legal
Advice Centre (PLAC) organized workshop in Zlatibor, in the period 22nd
until 25th of January, 2008. The aim of the workshop was to draft
the first version of the Law on
Technical requirements for
products.
